FLC 2: Personnel Leadership
This course explores the knowledge, technical abilities, and interpersonal skills required for effective personnel leadership. School leaders interact with a variety of individuals and groups within the school and in the community. They work individually with teachers and other staff daily as they supervise, coach professional growth, and evaluate performance. They also work at a group level with various staff, parent and community members to develop collaborative planning and problem-solving mindsets. As they develop teams, foster collaboration, and support the growth and development of staff, school leaders build capacity to achieve successful outcomes for students.
Intended Outcomes
Throughout the course, the participants will reflect on and extend their knowledge of theory and practice in topics related to personnel. Participants in this course will be able to:
- outline the duties, challenges, and the legal and policy parameters for supervision and teacher evaluation;
- distinguish between normative and formative supervision, evaluation, and discipline;
- describe appropriate responses to a variety of supervisory situations;
- discuss the values, beliefs and experiences that impact behaviour in routine situations and in challenging circumstances;
- discuss how to differentiate the leader’s stance and/or strategies to support the professional growth and development of teacher practice;
- demonstrate verbal and non-verbal communication skills that support rapport building, collaboration and problem clarification;
- apply frameworks for having difficult conversations;
- describe conditions and practices for collective efficacy to flourish;
- apply professional learning structures/protocols that promote collective efficacy; and
- apply protocols to interpret and respond to a variety of personnel dilemmas.
Instructors
Brahim Ould Baba is the Department Head for the Professional & French Language Services Department and the Instructor of Record for this course. Dr. Brahim Ould Baba is the Professional and French Language Services Department Head at The Manitoba Teachers’ Society. In this capacity, he oversees the professional learning programs and services. He is passionate about supporting members in the areas of equity and diversity in schools, and Francophone Education. Brahim has worked as a K-12 teacher, consultant and university instructor.
Tracy Vanstone serves as Staff Officer of Professional and French Language Services at The Manitoba Teachers’ Society. With 27 years of experience in education, her background includes leading three schools and teaching in both English and French Immersion. Her involvement extends to collective bargaining, chairing the Professional Development committee for her local Teachers’ Association and serving on the Council of School Leaders’ Leadership Team. Her professional passions include school leadership, Indigenous education, French Immersion, and mentorship.

Accreditation
Successful completion of all scheduled classes and demonstration of assignment criteria will meet the requirement for a 3-hour credit Field-led university course. When successfully completed, Field-led courses are accepted as external credit by Manitoba universities who offer post baccalaureate and Master of Education diplomas in educational administration.
Please note: In order to have the Field-led credit transferred to your program, you must be registered in:
- a post baccalaureate program in Educational Administration at either the University of Manitoba, or Université de Saint Boniface; OR
- a Master of Education program at Brandon University.
You must also obtain a Letter of Permission from that university prior to the start of the Field-led course. Check with your university regarding deadlines for application.

The Manitoba Teachers’ Society also offers this Field-led course in an audited version for Professional Learning purposes – assignments are not required to be completed, no Letter of Permission is required from your university and no university credits will be applied.
